Commander James Williams assumed command of Afloat Training Group Mayport (ATGM) from Captain Frankie Clark during the Change of Command Ceremony on Dec. 5. The guest speaker of the event was ATGLANT Commodore Robert Hall.
Clark took command of ATGM March 14, 2017. As Commanding Officer, his extraordinary vision and commitment to the organization enabled ATGM to take new and innovative action in fleet support. His superb mentorship, insight, feedback to the ship, and recommendations for Maritme Skills Week improvement, proved significant in improving Mayport ships and force-wide navigation and seamanship performance. Displaying exceptional forehandedness, he served as the prime mover in Atlantic Fleet’s assumption of all training responsibilities for four critically important Mine Counter Measure ships in Bahrain. Working closely with Naval Surface Squadron Five, ATGM devoted countless hours and dozens of trips to Bahrain to baseline CNSS-5 assessors and validate fleet training requirements. Focused on the fight he created the Afloat Training Organization Warfighting Symposium series to bring together Subject Matter Experts with shipboard tacticians from the waterfront to teach, discuss, debate, and ultimately improve the tactical acumen of Mayport ships. During the Navy wide revision of the Surface Force Training Readiness Manual and Patrol Craft User Guide, Captain Clark ensured successful implementation in all Mayport ships. Under his command, ATGM executed 1,433 training events and 120 certification events for 34 commands.
With a successful tour at ATGM behind him, Captain Clark will head to his next assignment as Deputy Commodore, Destroyer Squadron One, in San Diego, California.
Commander James Williams enlisted in the Navy in 1991. He was selected for the Enlisted Commissioning Program in 1997, and graduated from the University of Memphis in 1999. In 2005, he earned a Master of Business Administration at the Naval Postgraduate School.
His assignments at sea include First Lieutenant and Navigator in USS Bunker Hill (CG 52), Operations Officer in John L. Hall (FFG 32), Operations Officer in Destroyer Squadron 15, and Commanding Officer in USS Kidd (DDG 100).
Commander Williams’ ashore assignments include Fleet Scheduler for Canadian Maritime Forces Pacific, Resources and Requirements Division Chief for Special Operations Command Europe, and ASW Training and Exercise staff at the Naval Mine and Anti-Submarine Warfare Command Detachment Norfolk.
